FDA如何注冊(cè)？

我們都清楚，F(xiàn)DA的管轄范圍是醫(yī)療器械、藥物、化妝品以及食品等，對(duì)于其他不帶醫(yī)療功能的電子產(chǎn)品，是沒(méi)資格管轄的。同理，在處理multiple-function device時(shí)，F(xiàn)DA也只會(huì)專(zhuān)注于醫(yī)療器械功能的審核，無(wú)權(quán)審核非醫(yī)療器械功能。

但是，這是否意味著真的可以放任非醫(yī)療器械功能不管呢?

并不是的。Multiple-function device注冊(cè)*大的要點(diǎn)是需要明確非醫(yī)療器械的功能是否會(huì)對(duì)醫(yī)療器械功能造成影響。影響是有分負(fù)面影響或正面影響。

這里負(fù)面影響主要包括兩層含義：非醫(yī)療器械功能是否會(huì)影響醫(yī)療器械功能的安全性或/與有效性；非醫(yī)療器械功能的失效是否會(huì)影響醫(yī)療器械功能的安全性或/與有效性。

有些時(shí)候也會(huì)出現(xiàn)相反的情況，就是非醫(yī)療器械功能對(duì)醫(yī)療器械功能有正面的影響。這時(shí)也并非是高枕無(wú)休的，制造商仍然需要去評(píng)估倘若非醫(yī)療器械功能失效對(duì)醫(yī)療器械功能的影響情況，這方面的討論需要寫(xiě)進(jìn)評(píng)審資料中。

此外，F(xiàn)DA是否會(huì)審核非醫(yī)療器械功能的正面影響，就取決于制造商是否想在標(biāo)簽上標(biāo)明這項(xiàng)正面影響了。倘若制造商希望在標(biāo)簽上標(biāo)明（例如非醫(yī)療器械功能能提高醫(yī)療器械功能的運(yùn)算速度等），那就需要向FDA闡明非醫(yī)療器械功能的正面影響原理，以供FDA審核。

對(duì)安全性或/與有效性負(fù)面影響

倘若存在負(fù)面影響，制造商*需要做的就是做好風(fēng)險(xiǎn)管理工作，評(píng)估是否會(huì)增加安全性風(fēng)險(xiǎn)或者是醫(yī)療器械有效性受損。

增加安全性風(fēng)險(xiǎn)的情況。制造商需要采取相關(guān)風(fēng)險(xiǎn)控制手段以降低風(fēng)險(xiǎn)，并且在采取控制手段后，需要再次驗(yàn)證產(chǎn)品有效性不會(huì)因?yàn)轱L(fēng)險(xiǎn)控制手段而受損。

醫(yī)療器械功能有效性受損的情況。這段FDA的指南也說(shuō)得比較含糊，摘取一段讓大家感受一下：If there could be adverse impacts to the device function-under-review as a result of the “other function(s)（非醫(yī)療器械功能）,” then appropriate verification and validation should be performed with the product to characterize the performance of the device function-under-review （醫(yī)療器械功能）and evaluate if there may be an adverse effect on the performance。那如果驗(yàn)證確認(rèn)后，真的是發(fā)現(xiàn)對(duì)有效性有不良作用，那怎么辦？這時(shí)候指南就沒(méi)再細(xì)說(shuō)了，小編*大的感受是：FDA在隱晦告訴制造商，如果有效性受損，還是趁早暫停了項(xiàng)目比較合適。醫(yī)療器械功能有效性都受損甚至是失效，那還做醫(yī)療器械注冊(cè)干嘛？
