????一、儲備棉消化總體思路

????二是有利于引導市場平穩運行。儲備棉消化要遵循市場規律，輪出保持常態化和機制化，輪入也隨行就市，穩定市場預期，方便企業提前規劃生產經營?！　?br/>????三是有利于減輕財政負擔。盡可能多輪出、少輪入，妥善做好儲備棉消化；改進操作方式，提高工作效率，盡可能減少財政支出。　　
????四是有利于完善棉花儲備調控機制。及時總結經驗，健全完善動態、規范的儲備棉輪入輪出機制，規范儲備管理，不斷提高儲備調控效率?！　?br/>????二、儲備棉輪出有關安排　　
????（一）輪出方式。儲備棉輪出原則上通過全國棉花交易市場以公開競價的方式掛牌銷售，如有需要國家將增加其他指定的交易平臺開展儲備棉交易?！　?br/>????（二）輪出時間。原則上每年3月至8月國家法定工作日均安排儲備棉掛牌競價銷售。當年9月至下一年2月新棉集中上市期間暫停儲備棉輪出?！　?br/>????（三）輪出數量。正常情況下每日儲備棉掛牌銷售數量不超過5萬噸，具體輪出數量以實際成交為準。如一段時期內國內外市場價格出現明顯快速上漲，儲備棉競價銷售成交率一周有三日以上超過70%，將適當加大掛牌銷售數量。儲存時間長的棉花優先安排輪出?！　?br/>????（四）輪出價格。儲備棉輪出銷售底價隨行就市動態確定，原則上掛牌銷售底價與國內外棉花現貨價格掛鉤聯動，由國內市場棉花現貨價格指數和國際市場棉花現貨價格指數各按50%的權重計算確定，每周調整一次（具體計算公式見附件）?！　?br/>????（五）公證檢驗。輪出的儲備棉由中國纖維檢驗局組織對質量和重量進行全面公證檢驗?！　?br/>????三、儲備棉輪入有關安排　　
????為優化儲備棉庫存品質結構，在儲備棉輪出后少量輪入高品質棉花。輪入時間，集中安排在新棉上市期間（當年9月至下一年2月）。輪入數量，主要根據上一年度儲備棉實際輪出情況和當年度棉花市場供需狀況確定，原則上*多不超過上年度實際輪出數量的30%。如新棉上市后市場供應偏緊，將不安排儲備棉輪入。輪入價格，隨行就市。具體安排屆時另行公布。　　
????四、2015/2016年度儲備棉輪出有關安排　　
????為了給市場棉花銷售留出一定的空間，實現向新機制消化儲備棉平穩有序過渡，2015/2016年度儲備棉輪出在遵循上述有關安排的同時，對輪出時間和輪出數量作如下細化規定：　　
????（一）從5月份開始輪出。具體輪出時間為2016年5月3日-2016年8月31日的國家法定工作日?！　?br/>????（二）輪出總量不超過200萬噸。原則上每日掛牌銷售數量不超過3萬噸，優先安排進口棉輪出?！　?br/>????五、其他規定

????（二）在儲備棉消化過程中，如國內外棉花市場發生重大變化，國家發展改革委和財政部將根據國務院有關精神，對儲備棉消化相關安排作適當調整和完善，屆時另行公布。
